She was speaking at the 167th Income Tax Day, and asked officials to serve with humility. The framing she offered was a set of five duties: recognise a taxpayer's concern promptly, respond with clarity and courtesy at every stage, redress genuine grievances fairly and inside defined timelines, reflect on what caused the grievance in the first place, and reform the underlying processes so the same complaint stops recurring. The more consequential line was about litigation. Sitharaman said processing timelines need to come down further, and set out a longer term shift from managing disputes to preventing them. That is a different objective from clearing a backlog. Managing litigation treats disputes as inevitable and measures how fast they move; preventing it treats a dispute as evidence that something upstream is unclear. Whether the distinction holds depends on what gets measured. A department assessed on collections and disposal rates has every reason to raise a demand and let the appeal sort it out.
